No, not directly, nor would you want it to. The taste would be off-putting (high fiber taste). It could be part of a blend of flours/meals, like almond, coconut, brown rice, white rice, tapioca, etc.
Unable to know; however, if you need /want a similar product please check out oat fiber from Anthony’s brand or Trim Healthy Mama brand. Both are equivalent and offer a gluten free promise, too.

Hi there, not an expert on this but rolled oats tend to have about a 50/50 split of soluble to insoluble fibre (of the 3 odd grams of fiber per serve, 1.5 would be soluble, 1.5 insoluble). However, oat fiber consists entirely, or almost entirely of the husk. Therefore, it is almost entirely insoluble fiber.
