Yes, you can easily cut these in half.
Are you sure they are iodoral pills you are seeing? I am not a doctor and this is not advice: but I am guessing there’s some serious digestive deficiency if a pill is not dissolving. Only enteric coated tablets survive stomach acid, iodoral is not coated. One issue with chewing iodoral is a much higher quantity of iodine is absorbed which is potentially an ‘overdose’. I tried chewing them and it caused issues for me, issues which resolved when I simply swallowed them. There are side of effects for too much iodine just as there are for not enough iodine. You should look up the list of side effects, in fact. Iodoral has ‘high potency’ written on the label – swallowed whole it does deliver a strong dose.

As it is a “best” before date meaning its strength has not diminished the answer is yes.
I use idoral when I travel and liquid iodine at home. I’ve never seen it in my stool ever so maybe crush it. I take digestive enzymes with every meal so perhaps they are helping dissolve idoral.
