I used to order my toothpaste from Italy. There was a brand that has a very nice-fennel-y like flavor and it cleans wonderfully. Of course, very expensive to order! This one is a great runner up. The flavor is almost the same, non minty (yay) and it leaves your mouth feeling naturally clean not medicine-y.

I would say yes and besides that, it is Fluoride free. It does an excellent job of cleaning your teeth and you can feel the clean.
It should be perfectly safe for kids to use since it contains only a selection of herbs (and other natural cleaning ingredients). There’s no fluoride in it, so no worries about accidentally swallowing a small amount. It is, however, concentrated, so you’ll need less than you would with a commercial toothpaste. My kids (now both teens) have been using it for years.
