I had previously taken gel caps and got this power capsule by mistake, I had headaches, bloating and nausea. I called the NOW company. The bottle did not stake the source of the powder. Mine doesn’t. According to the package it’s made at a fish-free environment. Plus, cellulose, choline and inositol are mostly synthesized from grains. It’s unlikely that the fishy smell is caused by the ingredients. Perhaps you left it open at warm/humid place and it got bad?
